An amateur film produced by Arthur Forman begins with three teenage boys working to build a miniature steam locomotive named Juliet in a workshop at St Thomas School in Middlesbrough where the filmmaker worked as a metalwork’s teacher. With the engine finished it is ridden around a circuit inside the town’s Albert Park carrying many happy children. On a workshop blackboard at St Thomas School in Middlesbrough details with regards a miniature steam locomotive known as Juliet. A teacher in a white coat assists three teenage boys in measuring pieces of metal laid out in front of them. The film changes to two of the boys in another part of the workshop filing down pieces of metal, on the workbench in front of them section of the locomotive boiler. In another part of the workshop the third boy working a lathe. Work continues on the locomotive with one boy installing a steam flue into the boiler while another drills a hole into a piece of metal and third works with the lathe. At a forge the three boys work together to heat pieces of metal before beating and bending them over an anvil using hammers. Standing at the blackboard a second teacher goes over some of the design specifics with the boys. Inside Albert Park the now completed miniature locomotive Juliet, with livery along the side of the engine reading North Eastern 771, sits on a track with someone off-screen polishing it. At its controls a young boy with an older man in dirty overalls standing beside him. A second miniature locomotive, Great Western 2859, speeds around the park circuit with the filmmakers three children Trisha, David and Michelle. Michelle waves at the camera as it passes a second time. Juliet now steams past pulling children sitting on a carriage. At another part of the railway three men in overall chat as they look over and work on Great Western 2859. Back on the track Juliet and a third train continue to pull passengers around the circuit. Some of the railway volunteers sit on a bench eating lunch as Juliet with its passengers steams past. A man watches over two young boys working on a smaller train sitting in a track, the name of the side of it reads ‘SAM.’ A montage of both Juliet and Great Western 2859 travelling past pulling passengers changes to a phantom ride aboard one of the locomotives around the Albert Park circuit passes a sign that reads ‘Parkland Halt.’ A small boy races on in front of the train as it passes through an embankment and past several signals. The film ends with the train arriving back at the station.
