The film opens with shots of three men working in the foundations of the construction site; one man is planing a piece of wood. Metal rods have been laid out in a grid fashion in the cement layer.
The camera moves to the left and the entire site, the foundations, the water-filled trench and the other men working on the site can be seen. Some builders stand around...

The film opens with shots of three men working in the foundations of the construction site; one man is planing a piece of wood. Metal rods have been laid out in a grid fashion in the cement layer.
The camera moves to the left and the entire site, the foundations, the water-filled trench and the other men working on the site can be seen. Some builders stand around talking and leaning on spades. There are other shots of men working on the wooden walls that surround the metal grid in the foundations; another man uses pliers to remove excess lengths of wire from the ground section.
A man in a suit and wellies walks across the site carrying a piece of paper; he stops to watch one builder at work. There are shots from other side of the site showing a small digger and man using a spade to remove mud from the foundations.
The final shot is taken from the foundations looking up towards the street level. There are lingering shots of a wire grid tube and metal rods in waterlogged mud. Then there is a brief shot of the rods in the dry earth.
The final shots are of huge piles of piping and tubes and a man driving a truck across the mud; there are stacks of piling and copper wiring piled up on another part of the site.
