A flag for county council is raised on a flagpole changing to the counties coat of arms. The South Yorkshire County Map changes to a montage featuring cars driving past signs for the main conurbations within South Yorkshire; Rotherham, Doncaster, Sheffield and Barnsley.
A photo montage featuring both the construction of the new County Hall at Barnsley as well as county councillors in the council chamber. Another montage of cars driving past local coal mines and steelworks and bus driving past a high-rise office building.
Ducks and other birds on a river beside a paved walkway changes to a montage of people of various ages standing talking or walking through a city or town centre.

Title: Getting About
A montage of various buses travelling through a town or city centre changes to passengers climbing aboard a bendy bus. Onboard passengers both sit and stand as the bus travels past an openair market with stalls selling clothing.
A montage of various railway stations in the area including Silkstone Common and Chapeltown plus timetables and maps relating to regional rail services. A passenger train pulls into a station.
A montage of pedestrianised shopping precincts with a group of workmen at one site building a large wood planter to act as a bollard. A red traffic light at one end of a road improvement scheme near Pasture Road Industrial Estate Mexborough. A phantom car ride along a newly constructed dual carriageway. At another set of traffic lights cars come to a stop as pedestrians cross the road.
Another phantom car ride through an industrial area passing several large vehicles and articulated lorries. On the South Yorkshire Canal a red light at one if its locks.

The exterior of Wentworth Woodhouse in Rotherham and large ball for ‘Urban Action Week’ rolling gently beside a van. On a table a selection of leaflet for Action News or Action Week changes to a montage of sporting activities for the unemployed taking place during Urban Action Week including men riding various types of motorbike, a group playing cricket in the grounds of the Wentworth estate, women taking part in an aerobics class and a game of basketball taking place in a sports hall followed by gymnastics and trampolining. A man in a wheelchair lifts weights in a gym changing to a couple playing electric guitars.
Inside the Crucible Theatre in Sheffield a display of circus posters adorning the walls changes to the Cooper Gallery in Barnsley. A public footpath sign changes to a sign for Worsborough Country Park. A woman walking through the countryside intercut with various rural buildings such as a stables and a flour mill. A sign for Denaby Ings Nature Reserve.

A plaque on an entrance gate relating to improvement work carried out at Ravenfield Ponds. Workmen clearing debris from a drained canal changes to a plaque commemorating the completed work and the waterway open again. Along the Attercliffe Environmental Corridor workmen plant trees.
At a recycling centre, a bin lorry pulls up reversing into the building to unload its waste. A large crane-claw picks up a load of the waste changing to a man looking through the window into a furnace where the rubbish is being burned to generate energy.
A recycling centre provided by South Yorkshire County Council with residents unloading their sorted recycling from a car. A nearly full skip o changes to a man and woman dropping glass into a recycling skip.

A picture of a new factory unit provided by South Yorkshire County Council changes to a ‘To Let’ sign at county council development at Attercliffe. On a small industrial estate row of small units with parking spaces outside and planted trees on nearby waste ground. A montage of various pieces of literature and posters providing by the county council relating to these units as well as what support the council can give prospective businesses.
The exterior of the E.I.T.B. Training Centre changes to more literature and posters relating to work placements and training offered school leavers. Exterior views of the Apprentice Racing Training School at Doncaster, changes to two horses in a stable. Craftspeople at work inside a unit at the Wentworth Craft Centre as well as at the Carlton Training Workshop. In one workshop students working with fabric, in another metal and wood.

Title: Protection
At a fires station an appliance arrives, and firemen go about setting up hoses and ladders to reach the top of a tall building. A second fire appliance with an extended ladder changes to the construction site for the South Yorkshire Fire Brigade headquarters. Outside a promotional vehicle with a fire prevention video playing inside.
A montage featuring South Yorkshire Police with uniformed officers attending public events with one officer watching a small girl climb on his motorbike and an officer in a car leading a Scottish marching band along a street.
HRH The Princess Royal, Princess Anne is joined by a police officer when visiting a local secondary school. She speaks with some of the teenagers sitting around a table. A policeman stands beside a bus shelter changes to an office block, possibly the location of a new police training centre.
Another office block, this time for the County Standards Unit. Inside a laboratory a technician cuts up a chapati placing pieces if it into solutions and machines for testing. In another part of the building a man looks over the undercarriage of car while a pushchair is tested on a treadmill. Other tests are carried out changes to a selection of literature relating to consumer protection laid out on a table and a montage of several local consumer protection centres.
The coat of arms for South Yorkshire County Council changes to the council chamber where councillors are holding a meeting with speeches being made and votes taken. The film ends on the flag of South Yorkshire being lowered and in voiceover the narrator says that due to a bill that passed through parliament South Yorkshire County Council is to be abolished.
