The film opens with a man in Stockton speaking to the camera about friends in Slough choking on the air quality. He advised his friends that Stockton has clean air. He points to a brochure he holds in hand which is called ‘Keep it Clean’. As he walks away a voice welcomes people to Stockton town hall and to the launch of smoke-free Stockton.

Councillor Cairns welcomes people to the town hall and outlines the anti-smoking initiative which is as she explains, a partnership of a range of organisations.

Graham Prest says that the main aspiration of the project is Stockton borough is to create a smoke free culture in the workplace so that smoking and the secondary inhalation of smoke will be a thing of the past. Councillor Cairns also underlines this as the film goes back to her presentation. Graham Prest continues with some facts regarding illness statistics from the inhalation of cigarette smoke either through smoking or the inhalation of ‘second hand smoke’.

Pat demonstrates how much tar a cigarette smoker might take in during year. She also shows a carbon monoxide detector, a gas which is also present in car exhaust fumes. Graham Prest goes on to say that locally 1250 people in the year 2003-2004 contracted respiratory disease.
Councillor Cairns continues with her introduction, she says there will be recognition for those present for having introduced no smoking regimes in their workplace. The film shows the award in the form of a framed certificate from National Clean Air Awards. Councillor Cairns introduces a guest who will assist in presenting the awards. The guest plays the part of David Brent, the actor Ricky Gervaise made famous in the television comedy, ‘The Office’.
‘Poppy’s’ a hairdressing salon is announced as a winner.

Janice speaks from her workplace about her silver award and how she implemented the no smoking policy. David Brent lounges on one of the salon chairs nearby.
Another silver award is handed to the Thorpe Thewles pub the Hamilton Russell Arms. David Brent walks into the pub.

At the town hall the next award which is a gold award goes to Carpaccio’s bar and restaurant. David Brent appears there standing next to a large glass bowl of mints or marshmallows which is placed on the bar.

Deborah outlines the smoke free policy they have introduced at the restaurant.
The film goes back to the town hall where other awards are issued. Graham Prest representing the North Tees Primary Care trust talks about the other aims of the project which is to offer guidance in the prevention of smoking. David Brent appears outside the town hall in Stockton High Street, holding his copy of ‘Keep It Clean’, and speaking to the camera he simply urges people not to smoke.
