This promotional film produced for North Tyneside Council by Jay Productions looks at how the council is providing a variety of housing for its residents through partnerships with other organisation and the local community.
The film begins on Newcastle’s Metro rapid transit system, with a travelling view from a train heading out of a tunnel then stopping at a station.
The commentary advocates using the Metro to gain an impression of North Tyneside. A map of the stations on the system appears on screen. A travelling view shows the train travelling through suburban Tyneside. The commentary says there are 190,000 people living in the area in 80,000 households.
The film moves on to a waiting room at a council housing office, with several people sitting patiently to ask for advice, voice commentaries describing their aspirations regarding a home.
Title: North Tyneside - Housing Matters
General views of people walking in a town centre as the commentary outlines the changes in housing demand in the borough. A travelling view shows a sample of the diversity of housing stock in North Tyneside.
Title: North Tyneside Council
An animated diagram shows the partnership links the council makes with other agencies to help people find a home. They include the Housing Corporation, Housing Associations, Developers, Private Builders, Residents Groups, Tenants Groups, Voluntary Organisations and the Government.
The film moves on to a meeting room where those attending this regular briefing are council members, the housing corporation and housing associations.
Title: Brian Howson – Area Manager – Housing Corporation
Off camera he states that the corporation is keen to foster cooperation with the council and housing associations, to provide the most appropriate solution to housing demands.
Title: Liz Wood – Regional Development Manager – North British Association
Off camera she speaks about development of homes for those with special needs, and the need for partnerships with other agencies.
Title: Bill Heads – Chief Executive – Cheviot Housing Association
Bill off camera talks of Willington Square a successful regeneration project with the local authority and other agencies.
The film goes to a Metro train where waiting passengers at a station open the door and wait to get on. The commentary outlines the council keenness to work with people to gauge their needs.
Title: People
The commentary outlines ‘Stay Put’ a private sector scheme which allows older people to continue living in their own homes. The film shows a semi-detached house in Wallsend, where a married woman states that they have lived in the house for 37 years and they don’t want to be uprooted but the building is in poor repair.
In the public sector tenants representatives have the same voting rights as council members on area housing consultative committees. The film shows such a meeting in action.
Title: Eddie Darke – Chair Longbenton Area Housing Consultative Committee.
Eddie speaks to the committee about concerns with facilities in a Longbenton housing block.
On the Metro line the train stops at Howdon. A resident in a block of flats talks of her recent experience in an area where she has lived for some time, but now it seems unsafe and neglected, views follow of refuse and a poor environment. The transformation into bright and modern apartment blocks with double glazing, painted rendered brickwork and a tidy environment is impressive. Off screen a resident speaks and is very pleased with the outcomes. A view follows of the improvements made in one of the apartments. A local street sign identifies the roads name as Tiverton Close.
Title: Janice Oughton – Neighbourhood Manager, Howdon
Janice gives a short history of the project where multi agency participation created a successful outcome.
Another type of block has been developed for special needs, in the case shown in the film, a direct access centre for single women. Providing clean, calm, self contained accommodation.
Title: Fiona Brown, Senior Emergency Re-housing Officer.
Fiona talks about the facilities available and the range of clients they support. The film shows a kitchen and a lounge area with a television.
Another apartment block provides service for elderly people in sheltered accommodation. It is the home of Care Call.
Title: Jean McKeown – Senior Controller, Care Call
On camera Jean describes the key provisions of the service, which gives assistance to the elderly in their own homes.
The film visits another Metro station at Smith’s Park and a visit to the Meadowell estate. Views follow of large scale degradation as the commentary states that part of the estate will be redeveloped and a housing association will remodel over a hundred homes.
The film shows a meeting of the Tenants Management Co-operative.
Title: Margaret Nolan – Meadowell resident
Margaret explains that the membership is made up of various agencies and Meadowell residents and they will be working together for successful outcomes. General views follow of some of the developments seen earlier in the film, as the commentary emphasises the value of agencies and the council working together.
A repeat of the animated diagram seen earlier shows the partnership links the council makes with other agencies. They include the Housing Corporation, Housing Associations, Developers, Private Builders, Residents Groups, Tenants Groups, Voluntary Organisations and the Government.
