The film begins with a view St Mary’s Lighthouse, just off the coast at Whitley Bay in North Tyneside north of Newcastle, followed by a view of the ruins of Tynemouth Priory, retail developments, fishing and industrial areas. The area at the centre of the city challenge is highlighted on a map of an area north of the river Tyne, between Wallsend and North Shields with coloured sections showing town centres, housing estates, and industrial areas. Also taking note of areas of decline and those for potential growth. 36,000 residents in the area have to face difficulties living in the City Challenge area.

The towns west and east of the designated area Wallsend and North Shield were built on maritime industries, which now only provides a fraction of work. Howdon has poor recorded health. Meadowell has severe deprivation problems which manifested itself in the 1991 riots.A view of the A19 route which runs through the “Challenge” area shows a number of hoardings with land for sale for industrial development. This area will be the focus for investment that will generate jobs.

Aerial footage over the Meadowell estate shows houses with stripped roofs and some with fire damage, probably due to the riots of 1991.The film shows a meeting of the Meadowell Initiative.
