The film was produced by David Wood of Reality Films for Sheffield Corporation Water Authority. Title – R Reality Films Present Opening of Rivelin Filter Extension by Alderman C.W. Beardsley, 22nd May 1948. The Union Jack, attached to a pole, waves in the wind. A car pulls up, and well-dressed passengers are helped out by the chauffeur. Several buses are seen pulling up. A crowd of well-dressed people emerge from the buses. A speech is given to the crowd. A plaque is unveiled, which reads, "This building was opened on 22nd May 1948 by Alderman C.W. Beardsley J.P., Chairman of the Water Committee, The extension increased the water capacity from seven to twelve million gallons per day, W.G. Davies F.R.I.B.A. City Architect, J. Noel Wood M.C. M.I.C.E. General Manager and Engineer." More speeches are given, and the crowd applause. Flowers are handed over by children to the ladies stood by the men giving the speeches, and a lamp is handed to one of the men. The doors to the building are opened. The rooms inside the new building are revealed, including filters, control panels and containers demonstrating the difference in water after treatment. The crowd enters the building and they have a look around. Two men toast the opening and drink with glasses of water. The crowd are shown in a marquis outside enjoying food and drink, which appears to be afternoon tea with sandwiches and cakes. The buses are shown leaving the site.
