A group of civic dignitaries walk slowly towards a raise platform built in front of the Town Hall, one of the men is carrying a ceremonial mace. On the platform stands The Lord Mayor of Newcastle, a second man in mayoral gown and the Town Clerk also in a gown and wig plus an army and naval officer. Alongside the platform the Naval officers seen previously stand in dress uniform and swords, in front of the platform itself two soldiers stand to attention.
A procession of men walks past the platform doffing their hats at the Lord Mayor as they go. Two army trumpeters play their horns followed by the Town Clerk making a speech into a microphone. The film ends with all the dignitaries raising their hats in salute.
