In a zoo two polar bears in their enclosure changes to an elevated position looking down onto Billingham Town Centre where a man uses a microphone while speaking to the camera. Around him a large crowd watch as a folk-dance troupe walk past and begin to perform. A woman and small child walks past and the film ends with the dancers continuing their performance.
