The film opens with shoppers walking down Stonegate with snow on the ground, and a woman pushing a bicycle in front of York Minster. Other streets are shown with the shop signs covered in snow, and a large lit Christmas tree in St Helen's Square with heavy snow coming down. The King's Arms pub is seen flooded half way up the first floor. A female narrator informs viewers that on Friday 29th December 1978 the River Ouse, after days of torrential rain, rose ten inches above its normal level in the centre of York, and that 600 houses were affected. Flood water rises up the side of the Viking Hotel, and a car is half immersed in floodwater.
The narrator states that it is the worst flooding in the area for over 30 years. Traffic wades through flooded streets as the police look on. St Georges Field is flooded as are other parts of the city centre, where the ducks are making the most of it. The flooding is shown from the top of Clifford Tower looking over towards the river, and the Lowther Hotel is also flooded. Two policemen wade through a flooded street poking about with sticks, and an army truck drives through. Streets of terraced houses are badly flooded with contaminated water. The army and voluntary groups help out those affected. Some residents are rescued by police in a rowing boat. Three boys in Wellingtons sit on top of a bench, whilst others lark about. The film finishes back at the Christmas with flashing lights and Max Bygraves singing Merry Christmas.
