The fifth and final amateur film produced by Donald Oates, a Civil Engineer for Newcastle, and Northumberland County Council, begins with a visit to and official opening of the Wansbeck Bridge at the end on construction of the A189 spine road north of Kitty Brewster bridge in south-east Northumberland. With the road now open to traffic the remainder of the film is a phantom car ride along the new dual carriageway.

A bus is parked on an unsurfaced road, two cars and a Land Rover are parked nearby. A group of men and one woman gets off the bus making their way onto the partially completed Wansbeck Bridge.

The now completed bridge with asphalt roadway, two coaches approach a group standing at one end of the bridge. People get off the buses and stand on one side of a ribbon which disappears after being cut. A few people walk on the bridge itself. The two coaches cross the bridge and continue along the new road followed by four cars.
A map showing the new spine road changes to a phantom car ride along it with other traffic moving in the opposite direction. The vehicle overtakes a number of the car on one section of duel-carriageway and passes under a new bridges.
