Traffic is seen travelling through a diversion around the site, and the film includes a group of people, possibly members of the Northumberland Highways Committee, touring the site of the new highway.
A phantom car ride passing a number of houses to approach a roundabout. Turning and left the car passing diversion signs for road construction work as well as pieces of heavy equipment parked nearby.
The car continues passing a number of houses to approach a junction. In front another car which is followed around a roundabout and past more houses.
At possibly the same roundabout seen at the start of the film two small signs to ‘Keep Out’ and ‘Caution Temporary’ rest neat a number of pieces of heavy equipment. The car continues along a road turning left into a suburban street.
Traffic moves along a winding road passing through a road construction site changes to show a new road with tarmac but no line markings. Traffic continues to travel along the windy road.
A group of people stand behind a temporary barrier beside a busy road. They wonder around the new road, two men look at a concrete support.
Another phantom car ride through a village changes to a policeman directing traffic at a busy junction. The film ends on the phantom ride following a number of vehicles in front through a suburban area overtaking at one point a double-decker bus.
