After some accidental footage of grassland, the film cuts to a view of a mayor making a speech from a pavilion at an official gathering. A view of crowds milling around near the pavilion follows as a car arrives and Prime Minister Harold Wilson walks onto the platform. He sits behind the desk in the company of other officials and dignitaries where the mayor had given his speech. The Prime Minister stands up and gives a speech. The film shows the crowds of onlookers listening intently. The crowd applaud as he finishes and sits down.
The film changes to an impromptu football match taking place in a field at Scout camp, boys and men making up the teams. Also, elements of rugby seem to be introduced into the game. General view of the campsite tents, followed by another football match amongst the campers. A Scout leader adjusts his neckerchief, then the film cuts to the scouts standing near tents with sleeping bags and other items laid out on the ground. Another senior Scout inspects the equipment, as the boys stand to attention near their tents for inspection. Another view follows of tents at the camp, with cars parked nearby. The film ends as some of the Scouts wander around the camp enjoying the summer weather.
