An amateur film made by Cyril Hall begins with views of people riding a miniature railway around a small track. This is followed by two men being interviewed for the media about a number of miniature steam engines and carousels on display in front of them. The film changes to show displays of traction engines and other events taking place as part of the Masham Steam Rally taking place in North Yorkshire on the 17th July 1983. Views of waterfalls, including High Force, are followed by the Middlesbrough Newport Bridge being lifted and lowered again to allow a ship or barge to pass underneath. The film changes to show a male reporter interviewing a second man about a number of model carousels which are working on a table in front of them.
The film cuts to Masham Steam Rally and a procession of steam traction engines being paraded around a show ground watched by a large crowd standing behind a barrier. A man stands on a platform beside the boiler of one of the engines looking it over. There are a number of views showing various piston and valves in operation on a traction engine and other making steam.
More views of full sized traction engines are followed by a man sitting on miniature traction engine. The internal workings of the miniature engine are shown. The film cuts to a boy standing looking at a full sized machine.

The film cuts to show the Middlesbrough Newport Bridge at sunset. A crowd standing on the riverbank watches as the bridge is raised and a ship or barge travels underneath. The bridge is then lowered.
