The film opens with views showing bunting and flags decorating the old town hall in Gateshead. From street level to the roof the building is a riot of coloured pendants.

Along a busy bunting decorated street a crowd watch a parade of costumed people march past. Bagpipers lead the parade past a busy town square (possibly Selkirk in the Scottish borders). Crowds walk along the street and along with some on horseback where the film ends.
