The film begins on the Hartlepool Trading Estate with junior members from the Hartlepool Cycling Club sprinting away from the start line at the beginning of the race. General views of riders completing a circuit of the trading estate passing a number of office and industrial buildings. A young girl, Susan Bate wearing a blue jacket, walks along a grass verge. At Gas Works corner the pack of riders take a left turn and speed away. Susan Bate and another woman, Fay Thwaites, stand on the pavement as they pass. The pack crossing the white lap finish line in the road on a number of occasions watched by a small crowd along the verge. General views follow of the pack traveling around the circuit and crossing the finish line with the winner, Stuart Morris of Teesside Clarion, raising his arms in victory.
The film cuts to shows Susan Bate walking across the Hartlepool Rovers rugby pitch.
The film changes to show the Cleveland Wheelers 2 Up Time Trial with views of riders travelling along a road through the Cleveland countryside. Two riders Phil Donaghy and John Parsons with the white cap finish while two other riders, Kay and Peter Bate, indicate to the camera that they haven't started yet. They are filmed finishing the race. The film ends with a view of the rural landscape with Roseberry Topping and the Cleveland Hills in the distance.
