Boys enter and leave the building and then officials are filmed attending the opening ceremony.
Sir Edward Boyle, Parliamentary Secretary to the Minister of Education, performs the opening ceremony, attended by representatives of local education authorities and trade unions, heads of schools, officials of local councils, parents of the boys and members of the Billingham management, including Mr War, Chairman of the Billingham Division. The audience listen attentively.
Sir Edward unveils the plaque. He then tours the school, meeting the apprentices.
A succession of montage images show the boys undertaking various skilled aspects of craftsmanship, including welding, drilling, moulding, under the instruction of supervisors in white coats. Parents then tour the workshop and are shown examples of the boys' work. The commentary calls them "the craftsmen of tomorrow".
